ABOUT THE POSITION
The Manager, Labour Supply Initiatives is responsible for the overall management of the ITA activities associated with the Labour Market Agreement (LMA) The ITA LMA programs target women, immigrants and aboriginal people . The manager will play an active role in the management of the LMA funding plan and the relationship with the Labour Market Programs Branch, Ministry of Jobs, Tourism and Innovation, as well as the management of the women and immigrant LMA programs.

Reporting and Relationships
This position manages a Coordinator direct report, and liaises regularly with the executive team and all internal departments within ITA: Program Standards, Customer Service, Training Deliver, Strategy and Policy, and Corporate Support . Externally the position liaises with other managers, training providers, ministries, and contractors or executive directors of agencies.

Responsibilities/Accountabilities
• Manage the LMA funding plan and related finance activities.
• Develop and manage LMA projects - including design and delivery - that assist LMA eligible participants to participate successfully in industry training programs by reducing the barriers to participation.
• Apply ITA project management processes to manage all phases of each LMA project where appropriate.
• Coordinate and assist with LMA contract management process.
• Manage partner agency relationships and expectations with regards to individual projects.
• Oversee and ensure quality assurance of the administration systems and administration services for LMA Initiatives.
• Oversee and support LMA project managers and administrators with project planning, monitoring and reporting.
• Respond to inquiries from ITA staff, ministry staff, stakeholders and potential LMA participants.
• Work with the ITA Communications Manager to develop, maintain and distribute LMA information resources.
• Work with ITA Strategy and Policy staff to ensure that LMA projects align with and support the ITA's strategic objectives in addition to LMA specific objectives.
• Evaluate and report on collective success of LMA funded programs.

EXPERIENCE/SKILLS/ EDUCATION
• Minimum 5 years of project management experience with the following expertise:
o working collaboratively with multiple stakeholders
o high volume, complex project management
o forecasting, budgeting, developing project plans
o program administration and management
• Familiarity with labour market and outreach programs
• Post secondary degree in relevant field.

Preferred
• Experience working with target group programming (e.g., immigrant workers, youth, women, etc.) as well as knowledge of service providers who have facilitated training with the target groups.
• Work experience in labour market and outreach programs or an understanding of the labour market and the complexities of the BC economy.
• A qualification in adult training and course development.
• Supervisory experience.

8. Energy: Demonstrates high levels of passion, energy, or stamina for a demanding role.
