PARAGON Testing Enterprises operates in the highly competitive and rapidly growing industry for English proficiency tests and their instructional products and services. As a newly created subsidiary of The University of British Columbia located in Vancouver, British Columbia, Paragon aspires that its tests become the Canadian tests of choice for immigration to Canada and for placement in or admission to Canadian universities and colleges. Paragon seeks an energetic individual to join the leadership team as Manager, Test Delivery, at its expanding headquarters on the UBC campus in vibrant Vancouver.
The position below describes the responsibilities of an individual who will contribute to the PARAGON team environment in the area of test delivery and operations. These responsibilities include direct responsibility for administering and delivering examinations and instructional products, establishing expanded test centres as needed, providing client services to test delivery centres, and participating in software development for test delivery and operations. They also include joint responsibility with the Manager, Customer Service, for providing customer service to prospective test candidates.

The position reports to the President and its incumbent is a member of the Management Team.

Below is a summary of the position description.

Primary Responsibilities
• establish new test delivery centres within Canada and in selected cities outside Canada and train local staff at these centres to conform to PARAGON's policies regarding test delivery for its computer-based tests.
• deliver Paragon's computer-based tests at its network of test delivery centres within Canada and in selected cities outside Canada.
• provide client service to local staff at PARAGON's network of test delivery centres within Canada and in selected cities outside Canada that deliver its computer-based tests.

Secondary Responsibilities
• identify locations for new test delivery centres within Canada and in selected cities outside Canada so as to provide increased access for potential candidates for PARAGON's computer-based tests.
• administer and distribute all paper-based LPI tests and their instructional products and services within Canada and liaise with and provide support for end-users of test results.
• provide customer services to prospective test candidates, end-user clients, and partner organizations regarding PARAGON's tests and instructional products.

Requirements:
• Academic requirements
o Bachelor's degree in a field relevant for the position (e.g., operations, logistics, project management, information technology, computer science, business management) is mandatory
o Advanced degree or diploma in field related to the position (e.g., information technology diploma, project management diploma, Microsoft certificate, MBA, M.Eng) would be an asset
• Experience requirements
o Minimum five years (and preferably longer) experience working in positions related to business operations or delivery of services, preferably related to the use of information technology, is mandatory
o Knowledge of and experience with local area networks and their use to deliver computer software applications in high-security, real-time environments would be an asset
o Experience with establishing and implementing operational protocols and training programs to maintain security of business operations
o Experience with and knowledge of a testing environment would be an asset; experience with an English language proficiency testing environment such as TOEFL or IELTS would be a very major asset
o Knowledge and experience with channel management preferred
• Abilities
o Ability to provide effective leadership for the Test Delivery Team
o Ability to work both in teams and independently
o Ability to meet aggressive deadlines and milestones
• Other requirements
o Willingness and availability to travel within Canada and internationally
o Canadian citizenship, permanent residence, or permit to work in Canada

Position status: Full-time
Desired starting date: September 1, 2011 or as soon thereafter as practical
Location: UBC Point Grey campus, Vancouver, British Columbia, Canada
Salary: Negotiable depending on qualifications of successful candidate
